Most. Rev. Joel Z. Baylon was ordained a Priest on October 18, 1978 and consecrated Bishop on 25 March 1998. He was Bishop of the Diocese of Masbate, and in December 2009 he was transferred to the Diocese of Legazpi (both Dioceses are in the Philippines). From 2005 to 2013, he was Chairman of the Episcopal Commission on Youth of the Catholic Bishops’ Conference of the Philippines. Following, in 2013, he was invited to be the Bishop-in-charge of the Youth Desk of the Office of Laity and Family of the Federation of Asian Bishops’ Conferences, where he continues to work to this day.
